Create a new document and select the Ellipse Tool from the Tool Panel. Now draw two circles of different sizes. The fill color will be white and the stroke will be black in color. Now select the Type Tool and type a number and place it at the center of the circle. You can use the Align Panel for placing the number at the center of the circle.

Now again select the Type Tool and type another number. Place it at the center of the second circle.
